Smugglers and Merchants can attempt to get better prices in shops by haggling. It is possible to get a *worse* price if you do particulary badly; however, on average, you will get the same price as normal, or better if you've accumulated skill.
<haggle> tells whether you are set to haggle or not. <haggle on> sets you to haggle. <haggle off> sets you to not haggle.
