With this skill, a bounty hunter can hire a shopkeeper to keep an eye (watch) on a certain player. Once hired, the BH can check in with that shopkeeper to see if that player is on planet or not.
With advanced hire, the High Mortal player gets a report of the "victim's" exact location; otherwise, it is just a yes or no reply.
There is no skill check involved. Hiring a monster to watch costs some credits, but checking is free.
