Player Council Skill - Dipdroid

Syntax: dipdroid [on | off] / (newbie)

dipdroid reports whether you have dipdroid help turned on or off. Only newbies can do this.

dipdroid on or dipdroid off turns dipdroid help on or off. Only newbies can do this.

dipdroid <newbie> activates the dipdroid help command. Only diplomat player council members can do this, and they must have a dipdroid controller in their inventory.
