Player Council Skill - Outcast

Syntax: outcast (player) (team)

This skill is usable by the Player Council leaders. Council Leader can outcast players from any team, while the Team leaders only from their respective teams. An outcast player becomes unable to access the team room, channel and insignia. Typing outcast without any arguments lists all the people who are outcast. To remove an outcast, just use the skill again.
